NOLA: We can’t stop

There’s a joke (that I’ve recounted before on this blog) that goes like this:
Fred, standing in his front yard, hits himself on the head with a hammer, again and again. His neighbor Sam happens by and, aghast at what Fred is doing, runs up and grabs the hammer from Fred’s hand saying, “My god, man, why are you doing that?”

Fred, a little unsteady on his feet, say dreamily “Because it feels so good when I stop.”
New Orleans needs a good neighbor Sam, as it appears its residents, on their own, will not stop hitting themselves on the head.
Mayor Nagin Re-Elected in New Orleans

NEW ORLEANS (AP) -- Voters re-elected Mayor Ray Nagin, whose blunt style endeared him to some but outraged others after Hurricane Katrina, giving him four more years to oversee one of the largest rebuilding projects in U.S. history.

"This is a great day for the city of New Orleans. This election is over, and it's time for this community to start the healing process," Nagin said Saturday in a joyful victory speech.

"It's time for us to stop the bickering," he said. "It's time for us to stop measuring things in black and white and yellow and Asian. It's time for us to be one New Orleans."...
